He can either approach the Embassy of Vietnam for Visa application process or apply online for Visa on Arrival. Afghanistan does not have an Embassy of Vietnam and hence Afghan citizens who wish to apply through the embassy must contact the embassies located in neighbouring countries. Some information and Procedure to Get Visa at Embassy of Vietnam in Afghanistan

Afghanistan does not have an Embassy of Vietnam and hence any Afghan citizen who wishes to apply for Visa through the embassy will have to contact embassies in nearby countries or fill up an online application process for Visa on Arrival. In order to apply through embassies in nearby countries, you will have to visit that country personally and fill up the form at the embassy and submit your documents. This will incur travel and other expenses, and hence is not much preferred.
