Vietnam does not have an embassy in Kyrgyzstan. Usually, there are two methods by which a foreign national can apply for Visa to Vietnam. He can either contact the Embassy of Vietnam in his country or apply for Visa on Arrival. Since Kyrgyzstan does not have an Embassy of Vietnam, the procedure of application for Visa through the embassy is a little more complication for the citizens of Kyrgyzstan than usual. If you are a citizen of Kyrgyzstan and wish to apply for Visa through the embassy of Vietnam, you will have to travel to an embassy location in a neighboring country or get in touch with the embassy officials to enquire if the Visa application process can be facilitated over postal mail. 

Some information and Procedure to Get Visa at Embassy of Vietnam in Afghanistan

Afghanistan does not have an Embassy of Vietnam and hence any Afghan citizen who wishes to apply for Visa through the embassy will have to contact embassies in nearby countries or fill up an online application process for Visa on Arrival. In order to apply through embassies in nearby countries, you will have to visit that country personally and fill up the form at the embassy and submit your documents. This will incur travel and other expenses, and hence is not much preferred.
